The UK and US have hammered out a landmark bilateral deal that will guarantee zero import taxes on British medicine shipments going into the US market.

Agreement Details of the Accord

As part of the deal, the UK has committed to increase spending on medicines through the NHS. This commitment ensures that import taxes on these key products will be held at nothing for a duration of the next three years.

This development is in response to recent statements to dramatically increase import taxes on branded pharmaceutical imports, with increases floated as high as double the cost.

"This agreement between the Britain bolsters the international landscape for new treatments and introduces long-overdue fairness to American-British drug exports," a release noted.

Trade Importance

Medicines constitute one of the Britain's biggest goods shipped to the United States, which is by far the primary market for major British pharmaceutical firms.

Trade data indicate that in the 12 months to the end of September, the UK exported drugs worth over eleven billion pounds to the US. This figure made up a significant portion of British export trade in that timeframe.

"This guarantee secures employment, stimulates funding and facilitates the UK to emerge as a global hub for life sciences," the Business and Trade Secretary commented.

Key NHS Changes

The agreement involves several notable pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it considers new therapies to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a target to raise overall NHS spending on drugs from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Rebate Cap: The percentage drug companies must pay back to the NHS to prevent overspending will be restricted at 15%. Previously, repayments topped twenty percent.

Recent Tensions

The pact takes place against a protracted dispute between the drug companies and the ministers over drug pricing and NHS adoption.

The disagreement were exacerbated by claims that American consumers were paying a premium for the equivalent treatments than patients in the Britain and the EU.

Over the last 18 months, several large drug company projects in the UK have been paused or abandoned, while major expansions have been pledged toward American operations.

The Science Minister stated that the NHS must spend more on treatments, noting that its expenditure on drugs had declined as a proportion of its resources over the last ten years.
